This command has two behaviors:

If the current orientation is Plan View, it modifies the coordinate system so that Y-axis becomes the vertical axis.
If the current orientation is Elevation View, it toggles the X-axis and Z-axis.

Requirements
No selection is required to launch the command.

Notes
If it becomes the WCS, the unnamed UCS may be deleted after the edition.
